In armies where you can put a character in a chariot, are those chariots in addition to the ones you can choose as special or rare choices? For example, if I wanted to make a goblin army and I wanted to put all my goblin characters in wolf chariots, would I be limited to 3 or could I take 5 lords in chariots, 6 heroes in chariots and then 3 more regular chariots for a grand total of 14 wolf chariots? Throw in 4 snotling pump wagons and a core full of wolf riders and you have a pretty cool themed army that would be fun but pretty useless on the battlefield.
Actually in the new book you can form TK-like chariot units of wolf chariots. I believe they will be 1-3 per unit, so you can get up to 9 wolf chariots that count towards special. Also, goblin heroes being as cheap as they are, you should be able to get 6 big bosses on chariots in a 2400 point army pretty easily. Maybe even those 5 lords if you take only warbosses, although getting a great shaman would probably be a good idea.

Yep, I did the math, right now at 2500 points you can fit 5 naked goblin lords in chariots and 6 goblin heroes with one of them being the battle standard bearer. I expect all that to change in the new book though.
