It is going to have wings... and feet. 
You could get 2 and a half FW Bloodthirsters for the cost of this guy.
I think it's a decent interpretation of Hashut, the Bull headed god of fire and metal.

No man, I would reccomend shopping it around on the forums. It's too big for me to reccomend someone to go to work on it. The good people will want a mint.

I saw that someone on CMON suggested Chest of Colors, I checked out the gallery there and one of their painters, Ana has painted the most impressive mini I have ever seen:

It's certainly an impressive figure, however the artistic style of that painter is not quite what I am looking for, for this piece.
Technically, she's amazing. Any of her models are a work of art for sure. They'd be beautiful on the table. BUT, looking at her work as a whole, I find it's a little too 'pastel' a little too 'soft' and a little too 'impressionistic' for me. All of her figures look like they are ripped from a dream or a vision. Like they're floating through fog or mist.
Even the mini you posted, while great, shows it. Amazing layering, amazing blending, but everything is in soft, muted colours that just flow into each other. Nothing pops and nothing strikes me as being as sharp as I want it. Take a look through all her fantasy stuff, and I think you'll see what I mean http://chestofcolors.com/gallery/anas-works/warhammer-fantasy/.
I just got a quote from Orki on CoolMiniOrNot, and his style is much more what I am looking for. A harsh, realistic edge.
As an example of his work:

The blood on the axe, the lava on the base, the weathering on the horns. That's what I'm looking for.
This is also one of the best applications of OSL I've ever seen on anything in my life, so I think that really speaks well for him so far as well.

Well after an intense bidding process, I have decided to have the piece painted by Matt Cexwish, from Germany.
Matt is a frequent Golden Daemon winner, and received a Slayer Sword in 2011 in Germany.
His Golden Daemon results page is here:

He's a real rock star of a painter and by all accounts a really decent dude. You are going to enjoy his paint job. Good choice!
