The general must be the character with the highest leadership, so generally a lord over rules a hero.

Any possibility of changing the points progression?

With the points increases at each level, you have ruled out every character model worth more than 500 points.

In the 1000 point army, you only have 250 points to spend on Lords and 250 points to spend on Heroes.

When points rise to 2000 points, you now have access to 500 points of Lords and 500 points of Heroes. So if you took no Lord at 1000 points, now you can take a Lord up to 500 points.

When the points rises to 2500 points, you can take 625 points of Lords or Heroes, but since the points have only increased by 500, you can't actually spend those points on a Lord or a Hero worth 625 points.

So this rules out a majority of monstrous mounts, all of the Greater Daemons, and so on. Great for some armies, really brutal for others.

I suggest changing it to 1000, 1500, 2500 so players can forego a Lord choice for the first two games, and then plunk for something big in the last two if they think that is in their best interests.

Now, obviously I am not organizing this tournament, and my suggestions are only that, suggestions, but I think that removing all the dragon mounts and Daemon lord choices is a little sad and a little unfair.

The 2000 point limit is just that, an upper limit. If you wanted a 625 point lord in your last two games you could go with a 1875 point 2000 point list. Not ideal but maybe a necessary sacrifice?

Dom and I played out a couple 1000pt games and they only take about an hour. I dont think 1500 pt is enough of a jump up in second round. If we want to include some bigger baddies go 1500(375), 2250(562), and 2750(687) the final round would still include your 500 free pts. You may have to play no lord first two rounds but honestly I dont believe anyone is missing a lord in the surprise scenario anyway.

For the 500 pt allies in the 4th scenario, do they have to be legal selections within the 500 pts (eg, 25% max heroes, 25% max lord, min 25% core, etc..), or just fit within the available points of the army (so you could have just a few rare choices for example, as long as those fit within the 3000 pt army's allowance)?
